Volvo recommends not rotating tires on this vehicle, is that a good idea or should the tires be rotated.

The normal reason a Manufacturer would recommend against rotating the tires is because they are different size front to rear. Look at the tire size and if they aren't the exact same size front to rear, then you can't rotate them.
Sometimes there seems to be different advice about rotating tires, but as long as the front and rear tires are the same size, then rotate them. Your tires will last longer if you do so.
