Why don't my lower brake lights work? All other lights work including upper brake light.

Replaced bulbs, also checked fuses and all good. All other lights work normally including third brake light. Right and left brake lights do not work.

How long has your 2001 Volvo C70 had this problem?

Not sure. Bought the car in November 2019 and was just found out
