Brake fluid warning light is on. Do bakes need to be replaced?

Hello, Brake wear determines brake replacement times, and the low fluid just means the brakes are wearing normally. (if there are no leaks). The pad thickness, recommended thickness, and condition are the only indicators for changing brake pads, shoes, rotors, etc.. If the brake wear indicator has fallen off or bent, that is one thing, but the other 99% of the time, the brake wear indicator will let you know. Second opinion?
