Unless you feel a pulsation when braking I would put my foot down and say NO. They will counter by saying that they will not be responsible for brake squeal or noise experienced if they don't replace the rotors. Ask them if this is VW North America's policy to replace rotors and contact VW customer service. On many new cars to eliminate brake vibration felt in the steering wheel when braking it is often necessary to replace the rotors to eliminate this.
