What is your question?
My air conditioner blows cold air when just starting up, but will stop and be spotty after a while of driving, especially on hot days, and especially driving under 40 mph and or stop and go. Highway driving will help prolong cold air, but again, a hot day (80 degrees+) and the cold air becomes spotty or not at all. The fan that comes on seems to spin super fast when it’s trying to pump out cold air. It comes on and shuts off during the course of driving.
What makes this problem better or worse?
Hot days and stop and go driving make problem worse, cooler days (70 and below) are ok.
How long has your 2017 Volkswagen Jetta had this problem?
A few years, never had a mechanic look at it.

Hello, slow and stop and go driving require the condenser fans to be running at needed times to keep the refrigerant cooling as it cycles back through the air conditioning system. I would check the condenser fan operation first. You mention a fan comes on and shuts off - you mean the fan inside the vehicle? This itself could require hands on testing.
