Hi, I am not certain that voltage is supposed to be 12 volts for the DRL's - I cannot find the specification currently, but the individual lamp control modules may indeed vary the output too the DRL lights because they are just marker lights, not illuminating headlamps. Are you certain you've acquired the correct bulbs? It is possible they require different bulbs. It is also possible there is some other concern that is not commanding the lights to be active.
