New DRL bulbs won't turn on and I found that I only have 2vdc at the socket when car is on, headlights are off or on, e-brake is off. Cant figure out if they are de-activated or something else is wrong but I dont have 12v at the socket and the fuse is the same fuse used for the headlights so it is good because the headlights work. Not sure what else to check or if there is a way to turn them on manually.

Hi, I am not certain that voltage is supposed to be 12 volts for the DRL's - I cannot find the specification currently, but the individual lamp control modules may indeed vary the output too the DRL lights because they are just marker lights, not illuminating headlamps. Are you certain you've acquired the correct bulbs? It is possible they require different bulbs. It is also possible there is some other concern that is not commanding the lights to be active. This would be worth exploring and testing. Note that it's best to not replace the lights with non-factory bulbs - as application may not be accurate. https://repairpal.com/auto-repair-near-me
