When I got the car a couple of years ago I noticed that the horn only worked when the car was turned on and I thought that was just something normal for a VW, but what I’d really like to know is if there is a way that I can bypass that and be able to use the horn whether the car is turned on or not…
How long has your 2014 Volkswagen Jetta had this problem?

Hello, no, the horn should work all the time. I believe it's a federal safety regulation. I'd perform testing on the circuit and find out what's going on. Seek local guidance at a shop near you for troubleshooting. It's possible it's not supposed to work, but I just can't imagine that's accurate.
