My horn only works when the car is on, I’d there a way to make it work when the car is off?

When I got the car a couple of years ago I noticed that the horn only worked when the car was turned on and I thought that was just something normal for a VW, but what I’d really like to know is if there is a way that I can bypass that and be able to use the horn whether the car is turned on or not…

How long has your 2014 Volkswagen Jetta had this problem?
