Hello, the chances that a "fuse" or "relay" is preventing operation is exceptionally slim. The air conditioning system likely has a failure unrelated to having the power needed to operate them, as would relate to a relay or fuse. As far as the identification of fuses and relays and their locations, you'll need to check your owners manual or an online resource for an owners manual (do a web search, you'll find one), or obtain a workshop manual from Volkswagen or AllData or Mitchell One -- or similar.
