What is your question?
I’ve replaced the starter and the battery and relay 109 all the dash lights come on. When I try to start the vehicle it clicks one time and won’t start. The vehicle is a 1.9 tdi and is manual.
How long has your 1998 Volkswagen Jetta had this problem?
A few weeks

Hello, can you be sure that the engine turns manually - with a breaker bar and socket on the crankshaft pulley? This is to ensure the engine has not failed internally and seized for some reason. Other than that, battery voltage, cable secure connections are the only places to look, check and double check. The "click" indicates the signal is happening, but too much resistance to start. https://repairpal.com/auto-repair-near-me
