Car was fine until a friend tried to change a fuse. Car will not start now.

Car starts after being jumped, but once I turn it off it will not start unless jumped again. It will remain running until I turn it off! This problem started only after my friend pulled out the fuses. He put the fuse box back, but now car won't start! Are the fuses related to the battery??
