Sounds like the battery is dead even with a charger hooked up. Could it be the starter or altinator? Does the computer need to be rebutted? Fuses? Help

I just started in the cold wet rain we’ve had and it was hard to start the 2 days before I killed the battery trying to start it. Put the new battery in and it hasn’t started!
