Replaced catalytic converter but it is not clearing smog test

What is your question?

We have 2002 gti and needed a smog test. The car failed, mechanic recommended a catalytic converters. All systems are clear except catalytic converter. We have been found drive tests, but it still will not clear. Any suggest?
