It sounds like the thermostat is stuck open. You will need to replace this first. I recommend using a thermostat from VW, not an aftermarket one. Also make sure the electric cooling fan is cycling and not just stuck as this will also lower the operating temperature.
thanks for your advice also if you can answer another question ? it acts like the shock mount is broke but i was told that they were both mount and shock was just replaced do you know what else would cause it
