what does a shop charge to replace the water pump and timing belt?

I just had this done to my 2001 Cabrio and it cost $640. They replaced the belt, water pump and tensioner. I understand that the belt itself is only about $100, but my mechanic suggested strongly that while the engine was apart that everything be replaced. It comes in a kit suggesting that VW also thinks they all should be done at the same time.
