I bought this 1995 vw cabrio as is drives good but the dash lights don't light up and I don't know if it's a fuse, relay, bulb or what it is. I got the wipers to work and the emergency flashers and turn signals to work, I don't know what to check on for the dash lights.
What makes this problem better or worse?

Hello, it's a matter of checking for fuses -- that's pretty much all the "novice" vehicle owner can do.
Testing beyond blown fuses must be undertaken by circuit testing following wiring diagrams using diagnostic equipment including a digital voltmeter ohmmeter (DVOM).
No other recommendations other than obtaining then right equipment and shop manual information.
