The passenger head-lights don't work on bright or dim. The bulbs appear OK.

We have two codes. (P0131 generic 02 circuit low voltage bank 1 sensor 1) and ( P2251 generic 02 negative current control circuit/open bank 1 sensor 1) Does this mean that sensor 1 is bad and if so, where is it located? Thanks! ( or are there other possibilities? )
