Car was taken to a repair shop for an oil change. the drain plug was not properly installed and the oil leaked out. Car was driven for 10 miles before engine shut off. Engine still runs but extreme lack of power.

If you haven't already done so, contact the shop that left the plug loose and fill them in on the chain of events. Tell them you be taking to a shop to be inspected. It's always best to start communications as early as possible. No shop likes to get surprise phone calls late in the game. It can limit their options in finding a resolution that is fair to you and them. Then take the vehicle to a shop that has experience with VW TDI engines. Have them diagnose and document what they find wrong and take that info back to the original shop to come up with a resolution. The fact that you drove vehicle till it stopped running isn't good. Very likely major internal engine damage has occurred. I wouldn't drive the vehicle anymore and tow it to who ever is going to inspect it. Make you keep notes on when, who you talk too and what was said at the original shop.
This is a friends car. Unfortunately they are not car savvy. They already went to the lube shop and informed them of the issue. The shop had their insurance agent inspect the car and because there is other under carriage damage from a previous accident they claim it was not their fault. I know my way around cars but have not dealt with a TDI before. Form the looks of it the engine did not lose all its oil but it looks like it lost enough to stop feeding to the turbo and that is what has possibly seized/failed. With fresh oil in it the car sounds fine at idle but has no power and heavily smokes upon acceleration. I'll tear into this weekend and hopefully find the problem.
