Turn Signal works sometimes

It could be dirty or oxidized electrical connections at the turn signal switch or fuse box/wiring issue but I seem to remember reading the hazard warning light switch is the flasher unit and that it gave problems. Do the hazard warning lights work? I hope someone more familiar with VW answers your question, please let us know what you find.
