ops check on the battery and alternator was good. I then pull each fuse individually and tested between the negetive battery and ground no help light remained on. I then removed the cable between the postive battery cable and the fuse panel on top of the battery and retested as before the light didn't come on. I also noticed that the cable between the battery terminal and fuse panel is worn. Do you think the fuse panel is bad as well as the cable?

I doubt very much that the fuse panel in your 2001 Volkswagen Beetle is causing your electrical drain. It sounds like your test procedure was correct. If when you disconnect power from the fuse box the excess drain goes away that would indicate the fault is with one of the circuits feed by that fuse box. When checking the circuits don't forget to pull the maix fuses and relays also. Perhaps there is a circuit that passes unfused through the fuse box. You could try checking any other fuse boxes in the same fashion you tested the under hood fuse box.
