My beetles fans don’t work, and it used to only overheat when idling and dump coolant but now it overheats while driving, I let it idle after it overheated four times and checked my radiator, coolant and thermostat hoses and they were all way too hot after only a couple minutes. This led me to believe that it was my thermostat, but I could use some advice, I’m not well-versed in German cars.
What makes this problem better or worse?

Hello, it's not even about German cars -- it's about overheating in any car. If an engine and cooling system has overheated multiple times, you can create additional problems. A test of the integrity of the block and heads is a good idea. Pulling spark plugs to check for signs of coolant. Detecting signs of hydrocarbons in the cooling system. Sure, you could have a thermostat or cooling water pump problem, but you could also have a major engine issue. Hands on professional testing is needed.
