Truck randomly will wobble

What is your question?

My trucks steering wheel will randomly wobble. It has new tires, balanced, had an allignment. It goes away during the winter months and comes back in the summer. Some times it will wobble for days and other times it wont for days. I cannot tell if turns or bumps cause it to start wobbling. It also will occasionally pull to the right.

What makes this problem better or worse?
