power steering pump changed but no power steering? why?

my question is earlier today i put a power steering pump on my 2000 toyota tundra. I bleed out the air from the lines while the truck was on a stand and was turned off via turning the steering wheel from left to right probably 40 times. let the truck off the stand and i still had no power steering. Also i noticed it looked like the reservoir was still full as if the fluid wasnt being drawn into the pump. What am i doing wrong?
