tercel 1993 emission failed NO ppm 943 too high for 670 reqd what the problem

thank you tunnelram,i tried to jump the self diagnostic system and i've got a code response which is code 24 referring to intake air temp. sensor.i would be glad if you can enlighten me again about this.anyway i also replaced my oxygen sensor.again thak you very very much for the help.
