All of a sudden throttle maxed, pedal not stuck, has manual transmission.

Hello, almost every time this has happened, it's due to an undetected floor mat impeding the accelerator -- causing it to accelerate when not expected. This is usually because the mat is too big, doubled up, not anchored properly and / or not proper for the vehicle. Check here first. You could have a binding throttle body but it would have to be engaged at that level to bind first - there's no mysterious happenings here. Definitely seek out some local guidance at a shop near you.
