Must go to high speed to get it to shift 3rd, must keep light on gas pedal to keep it in, slips in 3rd, no O/D at all Cruise Control surges
How long has your 1997 Toyota Tacoma had this problem?

Hello, testing is definitely needed -- but I would check to see if there could be an issue with the speed sensor that provides information to the cruise control system and also the transmission for proper shifting. Alternatively, you could have some other electrical or even an internal mechanical concern. Too difficult to tell without hands on testing.
