Idle issue

What is your question?

What could cause the idle to fluctuate? Its not consist, but will idle up and then back down over and over. I've sprayed injector cleaner into the intake and ran some injection cleaner twice through the tank. It had little effect, but noticable and not really in a good way...no worse but no better. Thanks for any advice!
