I have been hearing a whirring noise for some time now. I just had the tires rotated and brakes replaced, (Rotors and Pads) and still hear the noise.
How long has your 2006 Toyota Solara had this problem?
Just bought the car 3 days ago.

Hello, Wheel bearings can fail at any time, but longevity of a modern sealed wheel bearing should be between 75-125k miles. Some will last longer or shorter, but a 2006 year model vehicle is a prime candidate. Raise the vehicle from the ground and attempt to move the tire in and out at the top and bottom. If there is any play there, you likely have a bad wheel bearing.
