what would make the plastic cover fall from under the car while car is in motion

Maybe you ran something over, maybe vibration loosened it. Lot's of things could happen to it. We see them loose and hanging down in our shop all the time. Not a big deal. I'd rather have that shield fall or become loose than have some other mechanical problem. Have it re-attached and keep driving.
