Last Sunday we drove to Santa Monica pier from Northridge. The a/c worked on the way to Santa Monica. But on way back the a/c only blew hot air. Now in city it blows cool air. Today my car would not start I replaced battery. Would the low battery cause the a/c to blow hot air?
What makes this problem better or worse?

If it's still blowing hot air with the new battery you can rule that out but no, even with a weak battery the ac should still work with the car running. I suspect you are low on refrigerant.
