What is your question?
I think the mechanic did something to the fuses so the car would pass inspection. I’m a little scared. I was in an accident where a driver made a quick left turn in front of me and I didn’t have enough time to stop completely. My air bag didn’t work. Could that be a fuse, too? Do you think it is more serious and it is something with the electrical system?
How long has your 2001 Toyota Sienna had this problem?

The air bag not deploying could be due to a system fault requiring diagnostic testing, or it could also be because the impact was below speeds that would cause deployment. Other electrical concerns can't really be guessed at -- testing will need to be performed in the specific affected circuits. As always, check circuit protection (fuses) first to see if any are blown. Good luck.
