The titlting steering column on my 1999 Sienna has stopped tilting.

That tilt column is not electric or have a cable like other newer models it is pretty simple. I haven't seen any of the Siennas we work on have a failure. Remove the screws around the steering wheel cowling trim panel Do Not Remove the steering wheel without disabling the air bag system properly. See if you see anything that looks jammed or broken.
