Does your temperature gauge reach normal operating temperature? After warming up, the needle should be about halfway between the H and C. If it is still on C after a few minutes of running, I would suspect the thermostat is stuck open. If that checks out ok, I would suspect an issue with the switch or related resistors. Less likely is some sort of blockage inside the heater core.

We got a brand new thermostat at the toyota dealer and that wasn't it and they wanted to replace the whole heating system
