What is your question?
I recently purchased a 2006 Rav 4. The dealer tells me that it is normal to have a lot of travel in the brake pedal. When stopped at a traffic light, with steady pressure on the pedal, the pedal goes so far that you can't put your toe between the back of the pad and the floor. The vehicle has 36,000 miles on it. The pads are in good condition, fluid level is good with no leaks. Is the dealer just giving me a line of B.S. or is this normal operation.

Sounds like either there is air in the system or your brake master cylinder is failing and you can get a different opinion here https://repairpal.com/toyota-repair-in-exeter-new-hampshire and check prices here https://repairpal.com/estimator/toyota/rav4
I don't have an answer but I have a 2006 Rav4 Sport and my pedal is firm and works like it should.
