What is your question?
My AC for cool air wont kick on unless I'm driving a while and even then it takes a while for the cool air to kick in
What makes this problem better or worse?
When its hot, the AC takes longer to kick in. When its cool, the AC kicks in faster
How long has your 2005 Toyota RAV4 had this problem?
2 month

Hi - I am Dave, contributing to RepairPal and providing expert advice since 2010. Air conditioning operation is contingent on multiple operational factors. First, components of the system need to be functional - if called upon. The compressor, clutch, coil, cycle switch and refrigerant system need to be intact and operational. What sounds like is happening here is that there is insufficient cooling for the refrigerant system. Are the condenser fans turning on with the air conditioning system turned on? That's the first thing I would check. If the condenser fans are not working, it requires you to be driving at a high speed in order to cool the refrigerant as it goes through the condenser. Instead of having fans that do it, airflow does. This would certainly prevent cooling. You could also have an intermittent coil, relay or cycle switch concern. Any way you look at it, a hands-on inspection by somebody who is skilled at working with refrigerant and air-conditioning systems is needed.
