I drive a 1998 Toyota Rav-4 and I'm driving it so many miles to get my emissions. But the readiness is still failing. What could be the problem?

Some cars require a couple hundred miles before all the readiness monitors are set. You can use a cheap scanner to watch the monitors and make sure they are set before going back for testing. If one is not going ready they that will indicate an issue with that system. https://repairpal.com/repair-shops Alex
What repairs were done to the vehicle? What is the current mileage ? If the repairs were performed correctly, your vehicle should be ready for emission testing after the 1st test drive. You should have all, but 2 monitors not ready which will still qualify the vehicle for emission testing.
you can have up to two readiness monitors that are not set to ready on any vehicle, 1996-2000 and still pass emissions testing in any State!
