At what milage do you replace the timing chain and water pump ?

Your RAV4 is equipped with a timing belt. This should be replaced every 60,000 miles or so depending on the type of driving you do. The water pump can be changed at the same time, but is not required for maintenance. It is often replaced while you access the belt due to duplicate labor.
