Hi this is Dusty, I'm one of the auto experts on RepairPal's Car Genius team! That's a frustrating, and potentially unsafe thing to have to deal with! There could be a few potential reasons for this issue. Over time, headlights can become dim as the bulbs wear out, which is a simple fix if necessary. Another possibility is that there could be a problem with an electrical component, or the wiring related to the headlights. If your headlight lenses are distorted (yellow, hazy, clouded) it can drastically affect the lighting since it makes it more difficult for light to pass through the lenses. Additionally, if the headlamps aim is misaligned it can result in decreased visibility and may contribute to a perceived dimness. Any adjustments to the headlamp aim must be made in accordance with the manufacturer's specifications and procedures, for optimal visibility and safety. For you and your fellow drivers. A professional inspection or diagnosis by a technician would be necessary to diagnose, address, or adjust, your Prius' lighting systems.
