why wont my dashboard light up and the car wont shut off

for some reason my car dashboard occasionally wont start i can still drive the car but i cant see how fast im going or how full the tank is. also sometimes when this issue happens i cant turn the car off or remove the key fob from car ignition. this mostly seems to happen in cold weather but has happen in warm weather too
