looses power when engine revs

What is your question?

I will be driving and you can hear the engine revving up. Then the car will loose power. It doesn't matter if I step on the gas it will not speed up. I have to turn the car off then restart it and it will run fine.

What makes this problem better or worse?

nothing, I let the car warm up then start driving it and it will do it
