Can a used Hybrid Battery Control Module be re-programmed to work with my 06

What is your question?

Prius. I've purchased a 89981-47212 from ebay. My current mechanic is saying since it was programmed for a different PRIUS it wont work with mine. They said that I would need to purchase a new one so that it comes "blank" and can be programmed for my car. This doesn't sound right since these units must be used if they're sold. Any information would help. thanks
