When I stop the RPM's go to 0, then pick back up.Already checked the vacuum line, but the issue remains.Any suggestions??

An engine that loses speed like this and then picks back up is either losing fuel pressure, spark, getting starved of air into the engine or getting too much air, or even experiencing an exhaust restriction. Testing will be needed to find out what is happening at the time you experience the trouble.
