This sounds like your check valve in your fuel pump that is supposed to hold pressure when the key is off, has failed. To verify this, you need to do a pressure test and then turn the key off, the pressure should go down slowly to about 10 psi. If the pressure just dives like a submarine to near zero, then the check valve has failed.
