Hello, one of two things is happening -- generally speaking. First, your engine could be not getting to the proper operating temperature. A typical cause of this is a thermostat that is sticking open, never allowing engine temperature to be regulated. Second, you could have a temperature control problem inside the vehicle, related to the climate control system. If you turn the controls to access heat and the doors in the dash don't turn to cut off the cold air, you won't get the heat no matter how hot the engine is.
