What is the problem when the ABS light and Emergency brake light don't turn off until after I start driving my 2003 Toyota Matrix

The "emergency brake light" is not necessarily that. It also indicates a problem with the brake system. That coupled with the antilock brake system light being on indicates a problem that must be diagnosed. Hands-on testing is required using diagnostic equipment.
