Hello, I’m Pete from the Car Genius team at RepairPal. I’m sorry you’re dealing with this concern on your Toyota Highlander. Based on what is described here it does sound like you are operating the heater properly. If you have it set to high heat and have warmed up the vehicle to operating temperature your heater should be putting out a good amount of heat and if it is only blowing warm air instead this can be caused by a couple of different things. If the engine itself is not warming up to the proper temperature and is running cooler than it should, that can indicate that the thermostat itself is opening too soon or may be stuck open to where it needs to be replaced. If the engine is warming up fully but the air temperature is warm and not hot like it should be from the heater then the thermostat is most likely o.k. and this concern can be caused by a restricted heater core, a faulty temperature actuator or the actuator may need to be calibrated, or a fault with the HVAC control assembly itself. All of these should be checked into to help pinpoint which component is creating this concern so it can then be repaired properly from there to resolve this issue. If the dealer is unwilling to look into this concern further and if your vehicle is out of warranty range it may be best to allow another reputable repair facility to look into this concern to help identify the cause so it can then be repaired properly.
