What is causing tiny puff of blue smoke at start up?

We have a 2011 Highlander. Just bought a few weeks ago. Very clean and well maintained. It has only 60000kms on it. At start up the other day a tiny bit of blue smoke puffed out tailpipe at start. First thought was valves, valve seals. Could this be the case at only 60k kms?
