If there is no electrical power or no engine cranking after putting in a new battery, ensure the battery is fully charged and able to sustain a load first. Then, if that isn't helpful, follow further and check for any blown fuses that could affect starting system operation. Ensure properly programmed keys are being used. Make sure all cables are securely fastened, and free of any corrosion. Ensure the transmission shift lever is securely in the "Park" position. Your "scan tool" won't show anything, because engine processor function is likely not to blame in then first place for a "no crank" situation. Hands on testing in then right places will resolve the concern. www.repairpal.com/repair-shops That's a link to find a shop near you to help.
