When I turn the ignition to "on," the fuel gauge pins hard below empty about three times. Then, a second or so later, the speedometer oscillates wildly, settling at exactly 65 MPH. The car won't crank. The headlamps don't light. A 100A booster charger doesn't change the situation, nor does keeping a jumpstart battery in parallel. I tried my crappy little OBD II scanner and it gets a Link Failure. What should I try?

Test *ALL FUSES* first..(Suspect engine ground circuit)... NOW ..I don't suppose the battery terminals or jumper/charger cables were hooked up or touched in reverse polarity (backwards) at 'any' time.... Surely that did not happen ????
I definitely did not reverse the polarity. I've done some dumb things, but not that (yet.) With a DVM, battery voltage this morning after sitting all night was 12.3. With parking lights on, dropped to 11.5. Seems like a large drop to me for a small load.
