What is your question?
My car turns on and accelerates fine to 10 mph. Then it starts stuttering and smoking from the back. Then if I get it to over 20 mphs it's fine. The car isn't overheating. Oil had previously been a little low so I had added some. Checked before driving. I did spill a little oil when pouring not sure if that could effect anything. Any ideas? What this could be?
What makes this problem better or worse?
Getting over 20 mphs

Hello, engine performance concerns seem to be present. Hands on testing is going to be needed to figure out what is happening. Using a diagnostic tool to monitor component operation to see where the loss of power is originating from may be helpful. A basic check of fuel, air, ignition spark and emissions controls is needed. An engine compression test may be helpful, as you stated some kind of oil consumption concern possibly, as well as smoking.
