What is the large round rubber bushing for on my right side drive axle it only has one steel band holding it to the shaft .

Sounds like a support bushing. But that would be through a bracket to support the axle -- I can't see what you're speaking of, so it's just a guess. You could have a center support bearing -- so there is that too. What's the problem?
